There is no single minimal speed. It’s altitude-dependent. Technically you can achieve orbit just 1 cm above the surface, as long as you keep the necessary velocity. So the speed of actual orbiting, and the speed necessary to maintain that orbit, are the same thing. (f the average over an orbit, or the speed at any moment in time, are not sufficient to prevent impact with the surface, then they are no longer orbital velocity, but rather simply velocity.)

т.е он считает, что первая космическая скорость должна переводиться как orbital velocity
